Pan Gang Refining Vanadium and Steel-making plant is the main productive plant of Panzhihua Steel Group. At the present it has exploited a LG-MIS and some automatic control systems. But these systems are in an "information-isolated" state. The systems are independent from each other, which makes all the information unable to be shared in time.Facing the challenges of reforming the new technology process and optimizing and re-constructing the present process, the steel-making plant put their emphasis on the integrated optimization of the production - management process-to set up an integrated production- management model.On the basis of the analyses of the plant's present organizations and the characteristics of its production and management, the paper has raised the integrated production-management model and constructed its system, which is of three-component, including the production-management system, the manufacture-operation one, and the process-control one. Because the production plan/schedule is very important to the production, this paper has focused on the research of the production plan/ schedule. In the research the functions of the models of the production plan/schedule have been analyzed. Meanwhile the models of the operations have been discussed. We also made use of the Petri Net and set up a simulation model of process of the plant's steel-making and continuous casting to optimize the plant's production plan/schedule. The last part of this paper is mainly concerned with the description of the support technology to realize the integrated production-management model. And it also put much emphasis on the dissertation of the key real-time technologies of databases and data stores.The integrated production-management model proposed in this paper is being implemented in the Refining Vanadium and Steel-making plant of the group. The model has improved the plant's management greatly, and it also brings commercial interests and social benefits.
