The Cutivation Of Civil Awareness And The Public Supervision

Political civilization is an important target of building socialism with Chinese characteristics . An important content of building the Chinese political civilization is the public supervision. Investigating the researched result of the academic circles, I discovered that there is an utmost important problem that wasn't received deserved concern at formerly investigation-That is, at the process of promoting the public supervision, the research the relation between the cultivation of civil awareness and the public supervision. There are lessons drawn from others' mistakes here. So under the coach of Doctor Chen Hong-jiang, the writer made a research on this problem, utilizing the Marxist theories.Besides the introduction and the epilogue, the total text is divided into three parts.In the introduction, the writer explains the significance of studying this problem and the research status of the academic circles about this problem in brief, and defines some basic concepts involving of this text, such as: civil awareness, the public supervision. At the same time, for making clear the purpose from the very beginning, concentrating on the main points, the writer elucidates the key problem which frame to settle in the thesis and the analysis frame of the thesis. The first part: by the deep analyzing the actual public supervision of our country, the writer discovers that the fulfillment effect of the important democracy system is distorting. The direct reason consists in: in nowadays whether common people or government officials' civil awareness is very weak. The main representation is: Subject awareness is imperfect; law awareness is unsubstantial; morals awareness is weakening; group participant awareness is lacking. Therefore, the writer analyzes the unsubstantial reason of the people's civil awareness of in our country. The first, the market economy is not mature. The market economy is the best classroom of growing civil awareness. However, currently, our country is in the social transformation period. The market economy is not perfect enough. and all this is the economic root of unsubstantial civil awareness. The second, the cultural diathesis of the whole civil is not high. Increasing the civil awareness demands to have the certain culture accomplishment as the premise condition. But, the cultural education degree of the whole population in our country is not high: the rate of receiving the secondary education and higher education of the whole population in our country is not high; The cultural education of the farmers, which is in the greatmajority of the population, is lower. And this kind of condition restricted the development of the civil awareness. - This is the cultural reason of unsubstantial civil awareness. Thirdly, the influence of the traditional political culture. "The unsubstantial civil awareness" has deep historic origin in the far-flung rule of feudalistic system. The traditional heavy-laden made the civil awareness be in the lurch. - This is the historic reason of unsubstantial civil awareness. Finally, the civil society is hypogenetic. The civil society is the richest soil of urging the culture of modern civil to living. But compare with the west social, China doesn't exist the growth tradition of the civil society. The traditional agriculture social nation and the society are almost incorporated completely. After establishing the new China, the nation and the society came into being agglutinative state, which made the civil awareness hypoplastic. And which made the civil awareness cultivation lose the sustainable framework. The second part: probe into the relationships between the civil awareness and the public supervision from theoretically. The writer thinks, both of them have an interactive relation: the civil awareness is the theoretic sustentation and the internal drive of public super vision; and the public supervision is the institutional ensure and the credible approach of the civil awareness; both of them are the essential important documents of democracy developments.
