Management Theory And Application Study Of Quality System Informationization In Scientific-Research-Oriented Enterprises

A serial of ISO9000 international standards was published by the International Standard Organization in 1987 It .has gained great success .It was a shocking action in 1980s. Since this standard was published it has been spread quickly throughout the world With the understanding of this standard, it has been adopted in more and more countries, and formed a tide of "ISO9000 hot" in the world . Today, most of the important enterprises in western countries passed the Quality System Certification., In our country there are many important Enterprises passed the certification ,too .And it have caused great effect on enterprises in the market competition..After having practiced for years the 2000 version ISO9000 was published in December ,2000 by ISO. Compared with ISO9000 -1994 , ISO9000 -2000 has great changes in general construction and content. It has five outstanding characteristics : firstly, it merges "The Quality Assurance System" and "The Quality Control System" together in order to make the quality work of enterprises improve from "The Quality Assurance" to "The Quality Management" ; Secondly, it pays more attention to processes. Which transfers the emphasize on "Process Quality" to on " Product Quality" .Thirdly , it pays more attention to the operation effect of the quality management system ; the fourth one is to emphasizes the importance of information technology in supporting quality management .Finally it emphasizes the sustaining improvement in Quality Management System and the Product Quality ,this makes enterprises gain more profit .ISO9000 standards only provide the frame of building the Quality Management System ,but they have no suggestions ,it does not provides proper supporting technique ,either. So it is easy to make the standards a mere formality .This paper discusses the overall structure,the methods and the steps of system developing based on the analysis of the theory study of quality system information management in scientific research enterprises ,.The overall structure contains basic structure,system structure based on organization function and three-dimension general structure , at the same time ,it also shows the general structure of the quality system information management of the Oil Management Bureau of Xinjiang.This article deeply studies the key technologies in the quality system information management in scientific research enterprises .It mainly includes the following aspects:the main content of item management , the technical research about item warning and controlling . the flow chart of item management in the Oil Management Bureau of Xinjiang.With the help of the Institution of Advanced Manufacturing Technology of Chong Qing university . We have developed and implemented the ISO9000:2000 system in quality system information management. This paper finally introduces the general design and detail design of the system which has gained great success in our company.
