Industrial wastes, as a special resources, how to change it into resources, and along with recycling road, is a research task with realistic meaning. There are two means to solve the problem of industrial wastes, at the first, through change the management model of industrial wastes to prevent the production of industrial wastes; secondly, through present the strategy of waste as resource, to solve the problem of industrial wastes, and then use single factor and many factors of application sensitivity analysis method, to make economic performance evaluation to waste as resource, using structure analysis method to evaluate social benefit, therefore deduce out the feasibility of waste as resource. Finally bring up to puts wastes as resources into practice from three levels, namely: development circulate economy in the social level, establish ecosystem industrial park in the business enterprise cluster level, and execute cleaning produce in the business enterprise level.
