The rise of NGO is an important organizational innovation since 1980s,and also aremarkable change of social organization,social construction since the reform andopening of China. In recent years, the environmental area has become one of the mostactive areas. As of the methods taken in this paper, the author discusses the issue within the frameof economics,sociology and law instead of using the traditional mode of talking law inlaw, with an aim to make a more comprehensive and deeper perspective of publicorganizations of environment protection. The author also applies the comparativetechnique in making a transverse comparison of the western culture and the orientalculture while mining the origin of our insufficient development of our NGOs throughhistory. As the issue involved in this paper is one of high practicability, the author doesn't saymuch about the theory of NGO's development, but makes a comparison of the concepts ofthe third sectors, non-governmental organizations, non-profit organizations and publicorganizations in the introduction.Chapter one gives a general introduction of the NGOs of environmental protection,pointing out that the inevitability of the development of NGO is the outcome of the failureof markets (from the economics angle) and the disorder of the function of the government,it also analyses the character and anatomy of the NGOs of environmental protection.Chapter two lists the actuality of our NGOs of environmental protection, and probes intothe causation of its less-development with respect to the western counterparts. In chapterthree, the author examines the status of our NGOs of environmental protection from thepoints of the legal entity status of the foundation,the registration of NGOs ofenvironmental protection and common benefit action separately. The last chapter dealswith our NGOs' freedom from taxation and management system. In the end, the article views the future of our NGOs of environmental protectionthrough the trend of our society, the deepening of our reform, the further deterioration ofthe environments as well as the enlarging of social democrat.
