Government performance evaluation is one of the main parts of modern administrative reform. It is the objective requirement in our socialist market economic construction to push forward the overall development of government performance evaluation work and set up a complete standard government performance evaluation system and methods, which can be used for reference to guide today administrative reform and improve government performance in our country. Since 1980s, Government performance management has become the front research field and hot issue of international administrative management. Though efficiency evaluation, social service commitment system, public sectors quality management, market mechanism in public service and others have been put into practice in some sectors and places, they lack of systematic and further study and summary and do not integrate practice with theory. Taken our political environment as the background, the thesis takes Tianjin Hongqiao district government as the object of study and achieves the aim of study through four research routes-practice study, action study, experience summarization and indirect reference and field investigation, questionnaire, referring to materials and other methods. Based on the systematic review of the history, actuality, meaning, features, basic principles, goals, functions and structures of government performance evaluation, the thesis analysis the index system, methods and models of government performance evaluation through drawing reference from advanced theories and practices abroad above all. It also designs performance evaluation indexes with Hongqiao district government as the research objective and carry out comprehensive study in the end by bringing forward countermeasure study from ten aspects in managerial and practically operational levels, renewing concepts, deepening reform, perfecting government performance evaluation system and methods and establishing strategic decision consulting platform for government performance evaluation, according to which it gives the operability and management practice suggestions to establish government performance evaluation system and method suitable for our situation and political environment. Therefore, the thesis will make contributions to make government performance evaluation work become normalized, systemic and scientific and improve the work economy, efficiency and effects of government sectors.
