The Economic Analysis Of Our National Research And Experiment Platform

With the national reform and opening, some problems have occurred in science&technology(S&T) output, such as low efficiency , poor innovation capability lack of international effect etc. Consequently, our macro-administration have been experiencing increasing comprehension: from simply expanding S&T expenditure rather than supporting S&T base construction to strengthening macro-government and improving S&T foundational surroundings as well as solving the problems by means of stimulating various resources and propelling stock with increment. The paper points out the fact that our national feeble S&T foundational surroundings give rise to the poor initial and intensive S&T innovation. It adopts industry economics theories, such as, industrial organization theories industrial relation theories and industrial layout theories, after systematic analyzing our national S&T resources allocation and the basis of the construction of national research&experiment platform , it proposes constructing national research&experiment platform both in basic and applied research fields and more, formulates the platform definition, structure and functions and so on. Meanwhile, by utilizing experience of developed country S&T resource allocation, it also research the thoughts, principles, ways methods and direct output efficiency estimate in S&T activities of the platform. It aims to offer operatively realization methods and policy proposal as well as realization qualitative development and shorten the distance to the international advanced S&T level.
