The public servant system, a standardized system of government personnel management, is an achievement of excellence in the history of personnel management, and also a system popularly adopted in most countries. The establishment and implementation of this system is a very important thing in the process of our reform, a significant change for the administration management, and a great strategic change of the personnel system. It's promulgation and implementation serves as a mark that the government personnel administration system of our country has been directed to a legal and scientific course. In view of the restraints of the immaturity of the current systems and conditions, we have encountered a series of resistance and difficulties. In this background, the author tries to probe into the structure and problems in the implementation of the public servant system.The thesis is divided into three parts. The first part analyses the basic structure of our country's public servant system. The second part is a research into the restricting factors in the implementation of the public servant system. Part Three deals with the difficulties and their countermeasures in the implementation and thereon proposes ideas for the improvement.Part One analyses the basic structure of our country's public servant system hi three aspects: the social and historical background of the development of the system, its functions and operation mechanism, and the Chinese characteristics.Part Two analyses the restricting factors in the implementation of the public servant system and the ways they restrict. The analysis is conducted in three aspects: the restricting factors, the basic implementing methods, and the three relationships that need to be well handled.Beginning with an analysis of the examination and recruitment system, the author holds in Part Three that the examinations should embody the principles of being impartial and scientific, and that the recruitment of public servants should be completely directed to the whole society; it should be linked up with the educationalsystem; the unified examinations should be conducted in accordance with the positions and categories of public servants; the examination content should be scientific. The author also proposes five principles of the salary system of public servants, i.e. the principle of distribution according to work, the principle of regular pay-rise, the principle of comparative balance, the principle of price-compensation, and the principle of legal guarantee. With regard to the dismissal system, the author holds that auxiliary measures should be perfected in six aspects: (1) Speed up the unemployment insurance of public servants. (2) Speed up the implementation of social security & medical insurance. (3) Speed up the implementation of retirement and pension insurance for public servants. (4) Further deepen the housing reform. (5) Reform the employment system. (6) Expand the implementation scope of social relief. Finally the author analyses the necessity for the implementation of the classification system and proposes that in the practice and reform, the principles of position classification and interim position classification should be applied as much as possible. In the recruitment of public servants, it is necessary to abide by the principle of employing the personnel according to the work.Looking forward to the prospects of our public servant system, it is predicable that such a system will turn out to be more progressively scientific-oriented, democratic-oriented, and legal-oriented with the perfection of the socialist market economy and democratic political system.
