The ability of Civil servants stands for the ability of government and policy implement levels directly; and furthermore it also decide the government's efficacy, efficiency, effectiveness and effect(result); it constructs the critical competition power; it is the heart of public human resources development. So it is the one of the heart of national policy how the nation will become stronger and the people will become richer.This thesis is based on the nine general abilities of civil servant which presented in"Standards of General Abilities for Civil Servant (trial implementation)"by China Ministry of Personnel; Qualitative analysis on the policy implementation abilities of civil servant which include: Understanding ability is the premise of policy implementation; Organizing ability is the ground of policy implementation; Co-ordination ability is the guarantee of policy implementation; Learning ability is the continuity of policy implementation. At the same time this thesis analysis why we have to make the construction on policy implementation of China civil servants which including: it is pursue of the efficiency and effect of policy implementation in theory of efficiency evaluation; also the demand of the quality of civil servants which the servant government respond to the people; and it is the reasonable way which the government extricate from the difficult position of policy implementation mistake.After ten years of practice researches we got some development on the construction of policy implementation of China civil servants, and also there are good advance for the whole ability level of policy implementation of China civil servants; at the same time there are many things which we have to amend or correct and there are many examples of mistake of policy implementation: Bureaucracy and formalism are still exist during the policy implementation, some civil servants do not meet the requirement of quality policy implementation. There are some main points to restrain the construction of policy implementation of China civil servants: the implementation mode of thought is obstructive; the implementation system is not smooth; the special training is not enough. So its successful development and advancement have to be achieved by the comprehensive improvement and co-operation in many works. We can start from the following works: the creation of thoughts; improvement of system; the development of culture; the training in the practice.
