Research On The Construction Of Smart City Management In Wujin District,Changzhou City

With the global exploration of "smart city" construction,the concept of "smart city management" was further derived in China.In 2016,Wujin District of Changzhou City tried to transform to intelligent city management on the basis of the previous digital city management construction,which received high attention from the government and the whole society.This paper first analyzes the relevant concepts and theoretical foundations of smart city management,defines the concepts of urban management,big data,Internet of Things,and smart city management,and elaborates the related contents of multi-center governance theory,government process re-engineering theory,and information sharing theory,which lays the foundation for the later research analysis.In this paper,we believe that multi-center governance theory is a theoretical innovation applicable to smart city management,and big data and Internet of Things are technological innovations applicable to smart city management,which are complementary to each other from the surface to the inside and have great guiding significance for the development of smart city management.Second,this paper dissects the wujin district intelligent city management framework function.For Wujin intelligent city management "one center and four platforms" concept,through questionnaires,field interviews,data analysis and other methods to demonstrate the operation status,pointed out that in the operation of Wujin intelligent city management there are problems such as insufficient coordination capacity,business processes are not smooth,the degree of wisdom is not high,the personnel team is not strong,public participation is not wide and so on,and analyzed the reasons for the existence of problems.Once again,we will analyze the successful experiences of wisdom city management at home and abroad,and summarize the lessons learned from them.In order to achieve the three goals of "wisdom","socialization" and "speed" of urban management,it is necessary to have a high starting point of planning,high cost of input,high standard of implementation and all-round guarantee of high quality talents.Finally,this paper proposes the optimization measures for the construction of intelligent city management in Wujin District,Changzhou City: to enhance the concept of intelligent city management governance,improve the management system of intelligent city management from the three aspects of "power and function","management functions" and "assessment and application",set up additional intelligent city management "industry service center" and "citizen cultivation center" to cultivate multiple main forces,and continuously improve the operation technology,using cloud computing,Internet of Things,big data and other means to achieve "intelligent" upgrade.The innovation of this paper is that,based on the existing intelligent city management in Wujin,the analysis draws on the typical experience of intelligent city management at home and abroad,so as to explore more possibilities for the future development of intelligent city management in Wujin under the perspective of multicenter governance theory,using big data,the Internet of Things and other information and communication technology as a means to take advantage of the gridded service model of Wujin District and the east wind of comprehensive law enforcement system reform.
