A Study On How To Accelerate Full Emploiment In Chongqing

The 16th Congress of Communist Party has reported that emploiment is the base for the civilians to live and we should try our best to expand emploiment and improve civilians' life.Weather we can resolve the emploiment problem,which plays an enfFicient role in constructing a well-off society.So we have payed more and more attention to full emploiment which is one of macroscopic-regulated targets.Chongqing is a city with a large population,so there are a great deal of newly-increased labour who have to be afforded jobs.Meanwhile, as an old industry base,with adusting and improving ecnomic structure, reforming corporations and accelarating urbanization and industrialization, the contradiction of emploiment in Chongqing will intensify.Besides, the rural area takes up a large scale,so how to develop a new way to transfer redundant rural labour and get rid of the contradiction of emploinment between city and countryside also have become a hot topic in the field of theory and practical work in Chongqing.The article took how to accelerate full emploinment in contemporary Chongqing as its study target, and researched the basic ways to achieve full emploiment. The innovating aspect is that this paper broken through previous limited countermeasures and emphasized to solve problems on the height of strategy.The aim is to offer a strategic reference on emploiment in Chongqing, so there is some theoretical and practical significance.The thesis consists of six parts:Part one formulates the macro background of the article, introduce according study information and give out study tread, approach and its significance.Part two formulates the basic connotation of full emploiment and its goal andsignificance in order to serve as a base for this thsis.Part three analyses the situation of emploiment in Chongqing from two aspects:total number and strucrure.In total aspect, I have analysed the supporting-needed condition of the job arrangement of newly-added labour, reemploiment of laid-off workers and non-agricultural emploiment of rural labour. While in the structured have analyzed the present structural unemploiment.After comparative analyzing these,I get the main contradiction of emploiment.Part four analyses the connection of economic increasing and emploiment. After comparating the theories between international and home,using Dome Theory, it shows that we should depend on sustainable economy increase to create new and plenty emploiment in order to solve the contradiction of total number.On the other hand, the increase of econony should do a favor for expanding emploiment, which underlie how to solve emploiment.Part five formulates the basic ways to accelarate full emploimentGive out twelve aspects on how to reach the aim, for example,the increase of economy, urbanization, the divertion of labour, the development of private mid-minuate corpations, the construction of labour market and the improvement of human capital.Part six formulates the ways to accelarate full emploiment in different industries. Utilizing Gray-model to predict the prospect of respective industries-in Chongqing in the period of 2003-2010 and makes some analyses.As a result, bring out the main industries of emploiment in Chongqing as to give a reference to the industrial direction about accelarating full emploiment.
