On The Question Of Social Vulnerable Group In Chinese Society

The reformation and opening to the world, that have been lasting for more than twenty years, result in tremendous changes in all aspect to China. However, as the cost of reformation and opening to the world, the enlarging social vulnerable group is comprehensively concerned by all fields of the society. In fact, the question of concerning and solving the social vulnerable group has become inevitable; it is related to deepening the reformation, maintaining social stability and speeding up the economic development. First, the vulnerable groups, mainly consist of the social vulnerable group, remain large in scale, and their weakness is still deepening, this will severely threaten the reformation, development and stability. Therefore, to concern the social vulnerable group, to protect their rights and benefits, to change their weak position will directly connected to our reformation, development and stability. Secondly, it is the intrinsic demand of constructing the comprehensive well-to-do society. The situation we have now achieved is still low-level, incomprehensive and lopsided. The sixteenth Plenary of the Communist Party of China put forward: construct a comprehensive well-to-do society on the basis of current general well-to-do. Thus, concerning and supporting the social vulnerable group, lifting all social members' social-economic positions is the necessary meaning as well as the important way of constructing the comprehensive well-to-do society. There is a large proportion of social vulnerable group in China, in order to virtually solve this question, a perfect juristic system should be established in the aim to support the social vulnerable group, maintain and promote their legal benefits according to the principle of "ruling the country by law"; on the other hand, the construction of social security which is suited to our condition should be strengthened, and more people should get social security. Only in this way, can we obtain term stability and realize high quality social development. There are three chapters in this essay.Chapter one discusses the definition, reason and current situation of the social vulnerable group. First, defines the main topic for discussion is the social vulnerable group, and puts forward a definition to it according to the international common agreement. The social vulnerable group are the people in disadvantageous positions because of certain impediments and lake of economic, political and social opportunities. This concept is both relative and dynamic. The essay tries to discuss the question of the social vulnerable group in a broad sense, other than simply classify the social vulnerable group into certain fixed peoples. The main cause of the formation of the social vulnerable group is social reformation, which result in severe social split and the emergence of large social vulnerable group. Economically, they have low market competition abilities and low income, unstable employment and income; socially, they are short of resource advantages as capital, power, ability and social relation, etc.; politically, they are unable to participant and influence the making of policies, sometimes become the victims of policies. Chapter two discusses the realistic significances of solving the question of social vulnerable group. First, it is the Party and government's persistent policy to concern the social vulnerable group, determined by the essence of the Party and socialist system. Especially, since the sixteenth Plenary of the Party, the Party and government have adopted a series of measures to solve that question. Secondly, argues that the large social vulnerable group pose a threat to social stability by quotation of a survey result. Thirdly, it is required by the comprehensive construction of the well-off society. Chapter three proposes suggestions to solve the question of the social vulnerable group.
