Since the reform and opening-up, the problem of social vulnerable groups has been becoming evident because of the constructive adjustment of social lamination resulted from the development of market economy. Only if the problems of social vulnerable groups bring into the view of law, and have been finalized into survival right and development right, social vulnerable groups can obtain the permanent and effective protection. Firstly this article expounds the social vulnerable groups concept from the view of sociology. And then it explains the social vulnerable groups concept from the view of jurisprudence. At last, from the view of right, it discusses the jurisprudence and principle and measure on the protection of right of social vulnerable groups.In foreword, this article point out the social member is polarizing, orientating and confirming with the society relation changing by the market economy development. Because of the reform and opening, the problem of social vulnerable groups is more and more extruding, and becoming the important factor of affecting the social stabilization and development. It first used the word of"vulnerable groups"in a report on the work of the government to the Fifth Session of the Ninth National People's Congress in Beijing March 5, 2002.
