A Study Of Financial Function Of Government

Transformation of governmental function, especially governmental economic function is major content of the Report of the Sixteenth National People Congress and of Resolution on Improving Socialism Market Economy System, which is raised at the third plenary meeting of sixteenth CPC Central Committee. The central command of the transformation of governmental economic function is to define governmental public financial function.There are many relative reports about the study of financial function in academic circles. None of them study in the perspective of pubic finance and the role of governmental economy. This thesis explores form the insert of "Market failure" and "Governmental failure".The thesis consists of four sections .The first section explains the relevant theories of governmental financial function, illustrates definition and feature of governmental public finance, and remarks kinds of governmental financial functional philosophy of scholars at home and aboard. The second section puts forward the reason and scope of governmental financial function, discusses conditions of market efficiency, manifestation of market failure and necessity of governmental interference. The third section lays out the difficulties in interference economy, expounds four manifestations in governmental failure and four corresponding consequences, and then makes further reflection on public administrative theory. The fourth section discusses the field, pattern and value orientation of governmental financial function.The thesis' innovation lies in the two aspects. Firstly, it selects a new perspective of exploring governmental financial function. Secondly, it points out remedying market failure is the main financial function of government, that is, macro control, public service and so on.
