Desire is man's internal motive. Corruption will be born when this unreasonable desire make use of public power. Corruption is closely related with public power and company with it all along. The harmfulness which be caused by the corruption of power is comprehensive. So corruption must be controlled in some order. But eradicating corruption is only an earnestly hope. The patterns of governing corruption should include ethics self-discipline and restraint from institution. Normally these two patterns both work, however ethics self-discipline and institution restraint are non-equilibrium. The containment to corruption should have a good institution construction firstly, especially in those countries that haven't been institutionalized. Institutional restraint not only has powerful effect on the containment of corruption but also is the key to reach ethics self-discipline. The construction of good institution should be complete and have functions of inspiration and restraint. Institution also should be mutually beneficial standard. Institution construction has a great significance to the development of society.
