Corruption is an objectively existing phenomenon in all societies, it is deemed as the cancer which would destroy the development of the society, and is also the most dangerous enemy of governments. When it comes to 1990s, corruption has even become the focus of the world, which is also a big trouble for governments around the world. In the 21 century, corruption becomes the biggest social pollution of china. It not only causes great economic losses to the country, but also severely harms the legal validity of the China Communist Party. Since our country is going through a special stage of social transformation, passive corruption takes on a feature of staggerly breaking out, our mission of anti-corruption still has a long way to go. To prevent and punish corruption has always been a substantially emphasized realistic problem and theoretical problem by the Communist Party. Corruption comes from the abuse of public power, so this paper tries to analyze effective ways of preventing and punishing corruption from its sources.During the development of western administrative theory, "new public administration Movement" and later the "new public management" began in 1970s made the administrative ethics theory into truth. The research and application of administrative ethics theory is rising quietly. In our country, the research on administrative ethics theory began from late 1990s. After ten years' exploration, China's administrative ethics have also made considerable progress as exploration from the perspective of administrative ethics and corruption provided an important theoretical support.First of all, this paper analyzed the source and essence of corruption, analyzed the relationship between corruption and power, corruption and the uncontrol of administrative ethics, especially emphasized the fundamental theories of administrative ethics. Take reference of foreign experience in administrative ethic constructions, study corruption from the perspective of administrative ethics, and investigate different ways of preventing corruption through the combination of administrative ethic self-discipline and external control.
