Grassroots civil servants are an important part of our civil servants and play a vital role in promoting the reform of our government departments.However,in the current "pyramid" organizational structure of the Chinese government,grassroots civil servants are at the lowest level,and their base is large.The working environment and work content are more complicated than other civil servants.In addition,China has a material incentive role in the management of grassroots civil servants.Problems such as inconsistency and insufficient restraint have a direct impact on the enthusiasm of individual civil servants.This paper will be based on the anti-corruption construction in China,and the X-county civil servants in Sichuan Province will be the research object,analyze the main problems and causes of incentives and constraints,and explore ways and countermeasures to balance the incentives and constraints of civil servants.improve the efficiency of civil servants and better serve the people.This thesis consists of six chapters.The first chapter is the introduction,which mainly elaborates the background of the topic,the meaning of the topic,the research summary and research methods at home and abroad.The second chapter is related concepts and theoretical foundations.It introduces relevant theories on the incentives and constraints of civil servants,laying the theoretical foundation for the research.The third chapter mainly expounds the conditions of the incentive and restraint of civil servants in China,and uses the two main theories of this thesis:reinforcement theory and human hypothesis to analyze the behavior of civil servants.The fourth chapter is the analysis of the problems and causes of the incentives and constraints of civil servants in X County of Sichuan Province.It points out that the civil servants in X County have problems such as unbalanced incentives and restraints,imperfect supervision systems,and the main causes of problems.The fifth chapter is to study the countermeasures to balance the incentives and constraints of civil servants in X County.It mainly proposes measures and suggestions for improving and balancing the incentives and constraints of civil servants from the aspects of material incentives and constraints and spiritual incentives and constraints.The sixth chapter is the conclusion,which expounds the inadequacies of the research conclusions and research.
