The potentiality evaluation of land exploitation andadjustment is the basis work of land exploitation and adjustmentspecial planning, meanwhile, land arrangements sub areaascertaining is mainly depended on it. So the research on it is ofcrucial significance in both theory and practice. This paperexpatiates on the evaluation methods based on the case study ofYanshi. Luoyang , with the help of land use database. The mainresearch achievements are as follows:1 .The suitability evaluation s unit of the land resource to beempoldered and reclaimed is land use condition map spot. The formeruses Analytical Hierarchy Process to decide the weights of theevaluation factor, and the Integrated Fertility Index method is usedto calculate the unit cent. Regarding to the latter, evaluation iswith the same step of investigation and Leading Factor method isused to evaluate. There are 4184.08 hectares land can be empolderedand 225.61 hectares land can be reclaimed in Yanshi city.2.The practice proves that using land use database in the evaluationof the exploitation and adjustment potentiality can save themanpower, material resources and financial capacity, accelerate thework plan, also increase the achievement precision of theevaluation.3. Regarding the cultivated land adjustment potentiality, thecontrast between the single factor and multi-factor evaluationmethods comes to prove that the former is easy to use and is thesame with the evaluation district where the external factorsinfluencing the potentiality change little, but the latter isreverse.4. The criterion coefficients of cultivated land in Jiahedistrict,Yinan district,North district and South district of Yanshicity are 94% , 92% , 88% , 85% respectively which arc got by thetype cultivation piot investigating and designing.5.Village land adjustment potentiality is calculated afterforecasting the base population using the accrual model, selectingthe villages to be adjusted and calculating their demand for landaccording to the village-land-standard instituted by the ministryof construction PRC so as to embody its dynamic characteristic. 916. In yanshi city, the potentiality of land exploitation is 3559.10hectares and there arc 90 administrative villages in potentialitygrade I ,57 in grade 11,63 in grade III; the potentiality ofcultivated land adjustment is 2543.59 hectares and there are 66 ingrade 1,81 in grade 11.80 in grade III; the potentiality of villageland readjustment is 935.72 hectares and there are 27 in grade 1.32in grade 11,27 in grade III; the potentiality of land reclamationis 200.74 hectares and there are 19 in grade 1,25 in grade 11,25in grade III. Among which, the Fudian town, Licun town and Goushitown have a better potentiality which arc 1202.89, 837.15 , 811.17hectares respectively.Finally, the paper puts forward the suggestion that differentevaluation unit and grading criterion be chosen according todifferent evaluation object based on the problems found in the casestudy.
