Study On The Evaluation Of Regional Farmerland Re-adjustment Potentiality

The land-readjustment is the course of organizing and arranging the actual land-use means, the intensity , the composition , the distribution , the soil relationship in some area, in order to accordance with the development of the society and economy. On one hand, the farmland-readjustment may add the fresh valid land, improve the land productivity and detract production cost, increase the economy supply. On the other hand, it may ameliorate ecology environment, insure the sustainable using of farmland. The farmland-readjustment is an inevitable choice for the sake of the necessity to achieve the social economic sustainable development. As a basis work of farmland-readjustment, the potentiality evaluation of the farmland-readjustment is the reference to arrange the farmland-readjustment and point our the emphasis arrangement area. The accuracy of the evaluation bring on the scientific and reasonability of the plan of farmland-readjustment and plan of land using. So, it is necessary to explore it urgently.This dissertation is based on the study on the plan of Chongqing land re-adjustment, referencing many predecessor studies on farmland re-adjustment. From the viewpoint of land science, combining with Geography and Ecology, using scientific research methods, it assays the potentiality of farmland-readjustment and probes the evaluation of farmland re-adjustment potentiality. Cased study in Chongqing city, taking the count as evaluation unit, evaluates every count's potential class of farmland re-adjustment, and draw up the emphasis area of farmland re-adjustment. Finally, concluded the characteristic on this study and promoted much profitable exploration on some interrelated questions. The dissertation contains four parts:The first part is the preface. It mainly introduces the study background, study contents , study method, study significance and the way to get the datum for the study.The second part is the basic theory explore component. Based on other's studies , it mainly defines the farmland-readjustment, the potentiality of farmland-readjustment and the evaluation ofthe potentiality of farmland-readjustment. First, it expounds the connotation and purpose of farmland-readjustment. Second, it assays the connotation of farmland-readjustment's potential and its sources, and introduces the effect factors to the achievement of potential. Finally, basing on the potentiality estimating and evaluation, trends of the farmland-readjustment, it observes these evaluation approach and puts forward the basic approach of this research, including the research scheme and the technique course.The third part was the main part of the dissertation. Cased study in Chongqing, it studies the potentiality evaluation of the farmland-readjustment. First of all, it introduces the Chongqing's basic things including the conditions, features and problems of Three economy area's land using .Basing the assay of the land using trends, it discusses the necessary to re-adjust the farmland and put forward the evaluation of its potential. Afterwards, it expounds the purpose of farmland re-adjustment potential evaluation , demarcate the evaluation unit. According to the principles of choosing evaluating factors, it establishes the evaluation system for Chongqing's farmland re-adjustment potential by Delphi. Confirming the evaluation factor weight by Delphi, it makes out the total points of the potentiality of farmland re-adjustment of every evaluation unit. By drawing the distribution of the total points, it classifies every count's farmland re-adjustment potential level. Finally, according the level and adhering to the principle of continuances, it points out the emphasis area of farmland re-adjustment in Chongqing.The fourth part is the conclusion of this dissertation. It sums up the features of the research, promotes some exploration on some interrelated questions, and made the conclusion as follows. I Theory Exploring Conclusions:1.In difference area and difference development phase of society or economy, the farmland re-adjustment's aims are different. So, the connotation of farmland re-adjustment's potentiality is continual developing. Now, the general aims of farmland re-adjustment (i.e. the connotation of farmland re-adjustment's potentiality) is that: adding the fresh valid land, improving the land productivity, ameliorating ecology environment, detracting production cost and others efficiency etc.2.According to difference effect factors, there are two kinds of farmland re-adjustment potentiality. One is the nature potentiality, which mainly considers a periodic nature factors effected the achieving of re-adjustment's aims. Another is reality potentiality, which consider not only nature factors, but also some society and economy factors effected the achieving of the nature potential sufficiently.3.Confirming evaluation aims is crucial for the establishment of evaluation system.
