The Study Of Ningxia New Material Industry Development Plan Document Compilation, Policy Supporting Systems And Organizing The Implementation

In this entirely new condition of history, developing and organizing the implementation of industrial plans are one of the basic measures taken by government sectors at different levels. It has been an eminent task for the theoretical researchers to systematically study, develop and organize the implementation of theories related to regional industrial plans in line with practical work, and to sum-up the practical experience ever obtained. It has been, in addition, an urgent demand for a better government performance. With such rational and guidelines as to learn from, draw on and systematically induce theories related to public management and industrial plans, exploring solutions to transformation of government's functions and reform of our programming systems in line with the author's practical experience, the paper analyses and studies, on basis of the successful examples, the compilation of Ningxia New Material Industry Development Plan, the existing policy systems and solutions to action organizing and implementation , trying to provide the government sectors at different levels with some references with regard to developing, organizing and implementing a particular industrial plan. The paper induces the existing industrial plans in such four categories as: Western theories on government interference; Theories on space structure of regional economy (including theories related to growth engine and gradual point~ axle advancement); Theories on regional division of laborers and work; and theories on gathering of modern and contemporary industries. The paper tries to explore the transformation of government and the reform of existing programming systems in such four aspects as: Western theories on reforming the government pattern of managing and performing; Improvement of government macro-adjustment and control; Transformation of government role in managing economy and improvement and reform of the existing planning systems. The example-based studies conducted by the paper involve such three parts as compilation of Ningxia New Material Industry Development Plan, Policy Supporting Systems and Organization and Implementation of Ningxia New Material Industry Development Plan. In particular, studies concerning document compilation focus on compilation process and the major contents of Ningxia New Material Industry Development Plan; studies on policy supporting systems consist of such two aspects as developing industrial promoting policies and implementing the Talents Fostering Program; Studies with regard to action implementation organizing involve the management systems and operation mechanisms of Ningxia new material related industry, bodies for organizing the implementation of Ningxia New Material Industry and their work regulations and systems, and specific measures necessary for promoting and facilitating the advance of the new material related industries .
