Facing new situation of economic globalization and the entry into the WTO, it becomes more significant of studying the following problems: how to exploit Inner Mongolia's resources, make the full use of two resources and two markets internally and externally, optimize resources allocation, and develop organic agriculture. Therefore, based on such fundamental reasons, this thesis is trying to analyze the basis and existing problems of organic agricultural development in Inner Mongolia, then present some suggestions and measures by using the methods of agronomy, ecology, economics arid systematic analysis.According to the analysis to the development of organic agriculture in Inner Mongolia, including resources and environment conditions, growing potential, market prospects and the existing problems, the article puts forward some thoughts about the developing organic agriculture and its spatial allocations. It also makes a detailed analysis to each of the advantageous districts. The conclusions are: (1) The vital ways to achieve sustainable development of organic agriculture of converting comparative advantages into competitive advantages are: market-orientation, reasonably choice of leading industries and products, optimal combination of various production factors, regionalized arrangement, mass and specialized production, serialized processing and socialized service. All of these measures are of critical importance for sustainable development of organic agriculture and conversion from resource advantages into competitive advantages; (2) Strengthening leadership, giving supportive aid to organic agriculture; optimizing organic agriculture management, technological consultation and certification; building technical supporting system and information net; pushing forward knowledgeable and all-around information runnel in organic agriculture. These are the preconditions for promoting the development of implementing organic development strategies; (3) Working hard on the scientific studies of organic agriculture, in particular, the production techniques; speeding up the establishment of technology innovation system concerning agriculture, forestry, animal husbandry and green food production; expanding a batch of scientific green food technical innovation company; keeping on improving the quality and scientific content of organic product. These are the essential guarantees of converting comparative advantages into competitive advantage of organic agriculture in Inner Mongolia. Finally, based on the above analysis, this thesis also presents some policy suggestions and measures regarding the development of organic agriculture in Inner Mongolia.
