The aging care has gradually become a realistic social issue in China's rural areas due to more and more apparent trend of aging in rural population and the quickened urbanization of rural areas and weakness of function of traditional family aging care as well as the enforcement of state policy of family planning in a long pried. As one of important means tackling China's rural aging care, the social pension system in rural areas has not implemented perfectly and even plunged a plight. This paper believed that the reasons include theoretic and ideaistic wronged points as well as the defects of institution itself. In addition, the problems presented in the course of enforcement of institution also attribute it. So this paper probes into the problems and reasons of currently social pension insurance in rural areas based on principium on social pension insurance and the theory of demology by means of literature search, conversation and compare research. And then this paper puts forward the long targets and strategic step on macroscopical lay and more specific and more pertinent measures on microcosmic lay.The author holds that social pension system featuring personal accounts reserve and regular payments should be the practical choice for those districts whose conditions are permitted. Suggestion that could help to perfect the current system of social pension insurance in China's rural areas includes: (1) establishment of an integrated pension system which breaks down the barrier between city and countryside; (2) stronger budgetary support from the state; (3) better financing mode in which the responsibilities of the state and the collective are given due weight; (4) modification of pension payment method, ensuring the rights of the covered peasants are not violated; (5) improving of the value-increasing ability of pension funds; (6) construction of a sound legal system; (7) the rural pension being defined as a type of social insurance and placed under governmental administration; (8) a pension plan for the peasant workers in the city and for those who have lost land being worked out as quickly as possible.
