With Chinese reform, development, and gradual entering into market economy mechanism, state-owned enterprises have impact of Market Economy in all respects. HR system is not comfit with the integration of international economy that state-owned enterprise is participating, and not comfit with the deep reform in market economy. Solving the problem of low level of employee quality and bad talent structure is urgent.Through the analysis of drawback of old training system, the thesis get the conclusion that it is important for state-owned enterprises to build new training system. After analyzing and comparing with the drawback and compatibility of all kinds of training models, we choose the effective open training system with strategy direction and self-development characteristics as the target model of training system in state-owned enterprise, and point out the principle and method of building the system. We hope this model help state-owned enterprise to raise HR management level, enhance the competence, walk out the talent difficulties, and provide the support for carrying out the strategy.
