| In recent years, manual operation is decreasing little by little because the computer technologies rise, the development of the network enriches the ways to communicate among people and organizations and the managerial theories and methods that emerge in endlessly also advance the economic profit continuously. The procurement in the manufacturing is the largest realm of working cost and cost control. Relying on the procurement flow of the large military enterprise, the thesis construes the characteristic of usual procurement, and combines the globalization of the economics to explain the strategy of the procurement again. The emphasis is to avail itself of the quantitative analysis of business process reengineering to redesign the procurement audit flow so as to change the organization structure and advance the management efficiency; it is to avail itself of the MRP which is the kernel of ERP and mathematical thinking to neaten the time sequence of the procurement. On the background of economic globalization, the procurement is characterized not with the storage supplement but with the utilization of opportunities, the procurement commerce is the preface to the supply chain in the world economic. On the same background, the competition exists among lots of supply chains rather than the same industries, so it is absolutely necessary to make the best use of the procurement activities to shape the stratagem fellowship with the upriver related enterprises and simultaneously provide the downriver clients with more perfect services and information communication, in the end, it is the highest goal to center on itself to form competitive supply chains, if enterprises do so, then it proves that they show great foresight, which the thesis itself emphasizes all the time. In allusion to how to achieve the system, we relate the present electriccommerce, and then analyze and design the technical problems, finally achieve the procurement by electric commerce.
