Medium and small enterprises in china usually devote too much attention to the profits and achievement, while ignore the training of the team spirit, which is inevitable to bring about the short-run effect and harmful to the long-range (long-term) development. Therefore, the team construction should be carried on to strengthen the team agglomeration.The thesis analyzes and studies the problem posed above, breaks through the limit of the traditional performance evaluation, which only lays stress on assessing merits and ignores the working attitude and ability. Based on the theory of encouragement, it also establishes a system of performance evaluation for members of the medium and small enterprises in team construction, and draws up a target for the performance evaluation to which AHP is applied, and designs a corresponding investigation form. The construction of TAI in the thesis is used to measure and evaluate members' contribution to team construction. Meanwhile, it can also be applied to evaluate the degree of the team agglomeration. In the final part, the process of the performance evaluation is designed.The performance evaluation system for team construction established in the thesis sets out from the entirety of team construction to discover disadvantages in this process, to encourage each member of the team to assess not only the individual merits but also the cooperation with others, to enhance the team agglomeration, to realize high result of the whole team, and to achieve the goal of long-term development.
