Performance management constitutes an important part of the human resource management of an enterprise. Establishing a strategy-oriented performance management system is a new direction to develop performance management at the present time. An efficient performance management system can make an enterprise more competitive, help an enterprise to achieve its strategic goal and serve as the base of other human resource management works simultaneously. To a domestic enterprises, especially a small or mid-sized private enterprise in its developing stage, establishing a scientific and practical performance management system which could meet the requirements of its strategy is a work of great significance.This disquisition is based on the study of a private enterprise, Xian Yuntian Pharmaceutical Company. According to the process of problem finding, analyzing, and resolving, the study starts from the present situation of the company. By utilizing the relevant modern performance management theories and analyzing the gap between the actual situation and the theory, this disquisition discusses and designs a comprehensive and scientific performance management system and tries to find some practical experience that could provide guidance and reference to the performance management work of the small or mid-sized private enterprises.Strategy-orientation is firstly emphasized in this disquisition. By using the systematical performance appraisal technique, i.e. Key Performance Indicator and Key Success Element Analysis, analyzing the company's strategic goal and integrating the business process and the duty of each position, a complete performance appraisal indicator system is formed in this disquisition. Starting from the actual situation of the company is the second emphasized point. This disquisition researches Yuntian's characters such as company culture, developing stage etc. in detail and designs adequate performance management principles according to such characters. In addition, in order to provide more information that could be referred to improving the company's performance management system and deciding other human resource management policy, this disquisition designs a mode for the periodical statistics analysis on the performance appraisal results and the investigation of employee's contentment about the performance management.
