An enterprise must successfully carry out the company strategy to improve its whole efficiency and performance if it intends to be competitive in the severe market competition. While the strategy oriented performance management system is an instrument, which decompose the enterprise's strategy per layer from each business unit to the individual person. The whole enterprise's performance is improved by the management, betterment and improvement of each layer. This enhances the improvement of productivity and value of the enterprise, also the achievement of competitive advantages. It is a main concern that how the strategy oriented performance management system can be more feasible and how it can become an automatically improved organic management mode by a circulation in operation.The thesis give an analysis to the enterprise's business strategy, value idea\productions characteristics and employee diathesis, using the strategy oriented performance management, combined with the actual situation, in virtue of Balanced Score Card, the enterprise should decompose the strategy objective per layer and put forward different assessment method according to the working characteristics of each layer, especially the middle cadres. Thus the employees represent the behavior needed by the enterprise, which assist other functions of human resources management to perfect the administration system of the enterprise and actualize the implementation of the vested enterprise's strategy.The establishment of strategy oriented performance management system is a discuss and sketch process of the flow of this model, in which there are many links: the actual analysis of the enterprise, the decomposition of strategy by layer, the performance scheme, the performance implementation, performance communication, performance feedback, performance betterment and application of assessment result, each of which is necessary and to be carried out perfectly. But the most important is the decomposition of strategy. Besides, another aspect the thesis probes into is that what conditions the enterprise should have to meet the criteria of the establishment of strategy oriented performance management system and how to consolidate and perfect the system.
