With the development of the world economy, Human Resources Management (HRM) is more important in enterprise management. However, majorities of medium or small-sized domestic enterprises are very weak in HRM, which restrains their developing further. According to theories of HRM, the paper applies positivism to study HRM situation in Lin Shui Power Plant (LSPP), and finds out main problems. Though detail analysis, author takes into concrete situation of LSPP an effective HRM system is designed for the enterprise and can be used for reference by the other enterprises with meddle and small in scale, which start an undertaking.In section 1,LSPP and its HRM are introduced, then the paper analyses the necessity of the redesign of HRM system in LSPP.Section 2 introduces related theories of the redesign of HRM system in LSPP, including Post Analysis, Performance examination and Labor- Payment.Firstly, in the Post Analysis, the paper points out that Post Analysis is the core of HRM, and analyses the condition and shortage of Post Analysis. The paper tables the methods of redesigning Post Analysis according to the system of Post Responsibility.Secondly, in the Performance Examination, the paper points out that the goal of Performance Examination is to provide the basis for decision of HRM. In examining the principle of science equity and impersonality must be persisted. Three-layer Performance Examining should be established.Lastly, in the Labor Payment Management,structure and mold of Labor Payment Management are introduced, the paper points out the target of redesigning Labor Payment Management in LSPP. By affirmingthe endeavor of Payment Management in LSPP ,the paper points forward that a new salary management system should be established whose main part is the payment depending on station affect,but the other methods are also used in this system.In section 3,the paper analyses the favorable condition and feasibility of implementing modern HRM in LSPP.
