Along with the intelligent economic era coming and reform and openness deepening, the institute engaging in railway survey and design has been changed into the scientific and technical enterprise from the institution. This change gives the institute a developing opportunity and simultaneously all kinds of challenge as well.The design institute concentrated with intelligent labors, if gains survival existing and development in the market competition, must develop its own manpower resources to some wide extents, mobilize the technical professional's working activeness and create the neutral competition power. However, the open issues existing in the performance evaluation for technical professionals cause the manpower resources not to be utilized fully, research team to be unstable, achievements in scientific research to be lessened and the competition power of the enterprise on the market to be weakened.It is proposed herein that the scientific and effective methods shall be established for performance evaluation of technical professionals engaging in the railway survey and design to mobilize the technical professional's working activeness in real earnest. This is the urgent requirement given to the design institute by the era; therefore, the discussion on the said issues has an important and actual significance.Through analysis and summary of performance evaluation theory and methods and in combination with actual job of technical professionals on each position in the institute, the author has made a model for performance evaluation of technical professionals in the institute. This model can be widely applicable for the systematic and concrete analysis and preparation of performance evaluation methods of technical professionals on the different position.Finally the author pointed out that this model is a basic analysis tool. The scientific and effective application of this tool needs earnest performance evaluation through organization.
