Affeection Of Joining World Trade Organization On The Development Of Fujian Tea Industry And Its Countermeasures

The author has analysized changes on production and marketing of tea in Fujian Province since 1949 based on the predecessors' studies and thought that the macro-policies of government, the levels of sciences and technologies, the establishment and development of market systems, foundation of the well-known brands, informationizing of trades, and construction of standard systems were main restriction factors for production and development of tea. Developing deep processing of tea was important path to extend industrial chain of tea, and increase additional value of tea.It was pointed that the government had still large implementing spaces in green box policies by analyzing relative clauses on agricultural products of the WTO; according to the level of subsidy for agricultural products from the government, it was proposed that the government must increase and adjust the maintaining of yellow policies to participate better in market competition; China joining WTO not only increased the opportunities of tea export but also realized multiplication of market for tea export, and was beneficial to the enterprises related with tea managing by the standards of modern enterprises to increase their competitive strength of international market for tea, was favorable to introduction of new technology, utilization of foreign capitals, and accelerated the development of deep processing industry for tea, thus further enhanced comprehensive qualities of enterprises, and increased the competitive strengths of export enterprises. But because of small scales o, low managing level, high producing cost in Fujian Province, these tea enterprises were pounded at the beginning of joining in WTO.In summary, the author believed that active agricultural policies must be put into effect with government macro-regulation, increasing the financial budget to enhance tea scientific researches, popularizing and support training for tea farmers and enterprises; further consummate systems of tea quality evaluation standards, security inspection and market services. Taking measures to adjust tea industry structure, control the pesticide residues in tea, promote company reconstruction, strengthen the function of tea guild, and carry out famous brand strategy, will result significant benefits in tea industry and farmers income .
