Research On Water Affairs Integrative Administrative System

Water is lifeline of human survival, material base of national economy and social development. At present, there are water-shortage problems widely in the world. For a long time, water scarcity of our country will make huge threat for economic development and social stabilization. However, there are lots of disadvantages in long-range formed water resource management system that many departments are in charge of water, so that it makes water scarcity more and more serious and it doesn't adapt to the requirement of market economy. So we must implement water affairs system reform. Nowadays the main form of its reform is implementing water affairs integrative administrative system.In the paper the author discusses several aspects of water affairs integrative administrative system.
