| The comparative advantage is foundation and foothold of the competitive capability, what is the inherent foundation of obtaining the comparative advantage of innovative ability in the area? Should improve innovative ability in an area, seen from profound level what condition should possess? Why is not innovative ability high, though some area technological resources are abundant? Whether A region's technical innovation capacity is determined by adding up the technical innovation ability of enterprise or not? How does change the innovation ability of a region by selecting strategy and policy variables? These are questions that this text makes every effort to be answered.According to investigating different enterprises, and analyzing from the regional inherent basic condition emerging in technological innovation activity, we conclude that the innovative ability in the area is closely related to the technological ability in this area. This text defines the technological ability of a region as" the total of all interior technological knowledge stock which inside personnel, equipment, information, and innovation organization support to realize the technological innovation strategy in the area ". But there are some mismatch situation between area technological ability and innovative ability in reality, So the innovative ability in the area is not only determined by technological ability in the area, but by environmental factor of region innovation and investment of innovation in the area. Even the technological ability in the area is not equal with the simple summation of the technological innovation ability of micro-subject of the area - enterprise, Because there are three general trends in the development of regional technology: (1) regionalization,( 2) time-shortening,( 3) technological integration. These will be explained in details in chapters afterwards. These existing trends just make area technology develop to be an open system, which integrates with outside technological innovation environment to be a bigger system. Together with the uncertainty of innovative investment, these factors construct the systematic complexity of the innovative ability in the area. So it will be a task that is full of risks with difficulties to manage the innovative course of the area. Only emphasizing one dimension of area innovation is beyond enough because of the interaction among area technology, area environment, fund.. So we illustrate this interaction relation with discipline characteristics of system dynamics and advantage this paper. At first, we integrate these key elements, and melt them in a unified theory frame. Then we discern some relations of innovation. Finally, directing against the chance and restraint existing in the specific environment of Fujian Province, we seek effective structure and course of supporting regional innovation and find out optimal solution which genders a great and lasting improvement of innovation system.
