In the 1990s, with the fast development of the network technology and information technology, the international economy began to transfer from the industrial economy to the New Economy. The appearance of the New Economy is impelling the transition of enterprise's strategy. After our country's entering WTO, we will gradually cancel the access limits for the freight market, implement national treatment to foreign companies, thus make more and more foreign strengths in freight fields land China, and domestic and international Ship Company set up one's own agency at the same time. All sorts of factors make domestic freight forwarders sink into very fierce competition. For the medium-small freight forwarders (MSFF), the overwhelming majority in our forwarder fields, their survival and development face the severe challenge. Just under such a background, this article studies the strategy transition of MSFF and relevant problems, and attempts to offer the theoretical direction to practice of the freight forwarders.The thesis is divided into three parts, the first part is about the new economy and impact on enterprise's strategy, Second part expounds the strategy of MSFF under the traditional economy. The third part focuses on the strategy transition of MSFF under the new economy.First of all, on the basis of inherent interactivity between strategy and business environment of the firm, the thesis has analyzed the strategic transformation of general enterprises under the new economy, and provided direction for strategy transition of MSFF.Secondly, considering characteristics of MSFF, using Porter's competition strategic thought, the article has analyzed the strategy under the traditional economy: differentiation strategy and concentration strategy, and has also described the concept and function of the freight forwarding before.Thirdly, we have studied the strategic environment and competitiveenvironment of freight market, and also analyzed the financial statements of an existent medium-small forwarder. We point out the necessity of strategy transition of MSFF, and then put forward three stages in transformation: NVOCC, 3PL and virtual logistics enterprise alliances.Finally, the article has expounded the relevant questions of establishment of virtual logistics enterprise alliances of MSFF. It includes: the necessity and feasibility of establishment, the set-up of the alliance, and member's relation management of the alliance etc.Innovation of the thesis is listed below:First, the thesis points out three stages to strategy transition of MSFF: NVOCC, 3PL and virtual logistics enterprise alliances.
