With the reform of management system and investment system about geology and mineral exploration, geological unit will transform from government agency to enterprise. In order to expand operation scope and solidify the business from traditional exploration market invested by the government, the Hebei geological exploration units have to reconstruct their business processes and structure and keep the manpower resources developed in time for the reconstruction and competition. The author, based on the analysis of operational status of Hebei geological and mineral exploration units, manpower resources status and inner and outer environment of some enterprises, has comprehensively utilized the research methods of industrial engineering and BPR theory and studied on the operational and management processes of geological enterprises in the original single market invested by the government. According to the operation objective, the geological exploration markets can be divided in detail into 4 sectors: government investment, the market invested by mines or enterprises; management and technical services in land and resources agencies of lower level government agencies such as district and county; investigation and evaluation of geological environment and geological hazard. The original operation method is difficulty in meeting the needs of all the 4 sections of the market. Using the ESCRI method, the paper redesigned the operational process for geology and mineral exploration and added 2 management sections as technical services and investigation of geological environment and hazards. In order to meet the needs of reconstructed operational business, high level management sections have been set up, in which each section has its own tower-like organizing texture. The program also reset up personnel for management position and working staff. Personnel qualification has been evaluated as a case of the high level managers of 3 management sections by applying the grey level analysis method. Manpower resources has been qualitatively analyzed based on the requirement of human resources after program reconstruction. Finally, the author has brought forwards management measures as follows: to renovate thinking, to emphasize on personnel, to carefully arrange business, to promote development, to enhance training, to improve personnel knowledge, to optimize organizing structure, to develop human ability, to set up innovation system, and to spirit up manpower resources and put up analysis in advance on results of the new operational business process.
