Professional technical personnel in Meteorological department of InnerMongolia are custodians of meteorological technology. They are one of thecore team at the prevention of meteorological disaster in Inner Mongoliaregion. They are also technical personnel in decision-making informationservice, whom provide detailed weather forecast and meteorological servicefor the social public’s life, whom provide meteorological disaster preventionand guide the agricultural production for the government departments at alllevels. At present, the meteorological department of Inner Mongolia has noscientific and reasonable evaluation system on professional and technicalpersonnel’s performance in meteorological department. Therefore,establishing scientific performance evaluation and incentive mechanism isconducive to encourage the meteorological department of Inner Mongoliaprofessional and technical personnel to full play the enthusiasm, initiative andcreativity. This is also urgent problems of human resource management inMeteorological department of Inner Mongolia.This paper combed the main theories and methods of the performanceappraisal, combined the characteristic of the meteorological department ofprofessional and technical personnel, looked up a large number of relatedresearch literature, inductive extracted performance evaluation relatedconcepts on professional and technical personnel, visited each department,surveyed the Satisfaction degree in all departments to professional andtechnical personnel performance appraisal through the questionnaire, whichlaid the objective foundation to build a scientific and practical index system ofboth. In the process of indicator set, according to the different job content,task, goal, indicators are adjusted and set what makes the index finally "soft hard moderate" and in line with the principle of combining qualitativeanalysis with quantitative analysis, which can promote the development ofassessment work as scientific and reasonable as possible. This study selectedInner Mongolia meteorological bureau’s professional and technical personnelperformance appraisal as a typical case, according to the characteristics of thespecific department and the value orientation of this department, determinedthe index weight system and chose appropriate evaluation method. This studycombined theory research and empirical research in order to ensure theresearch content and research results of scientific, pertinence and practicality.Research and design come to Inner Mongolia meteorological department ofprofessional and technical personnel performance evaluation system.First of all, on the basis of mature theory and technical method that canbe used for reference, Inner Mongolia meteorological department ofprofessional and technical personnel performance appraisal methods andmeans ’ current situation and existing problems are analysis, Professional andtechnical personnel of the performance appraisal work process and theinspection way and methods are introduced and commented.Second, based on the principle of index design, combined with themeteorological department of Inner Mongolia classification of professionaland technical personnel, this study set up both commonness and individualityof reasonable performance evaluation index system for all kinds of technicalpersonnel.Third, this study closely combined with meteorological positionscharacteristics of professional and technical of Inner Mongolia and thespecific department’s appraisal purpose, designed science appraisal framework and set up reasonable index weight, which can fully reflect theprofessional and technical personnel’s work of meteorological department ofInner Mongolia. It also set up a corresponding index system, chose a feasibleappraisal method. This article is expected to set weight by hierarchicalanalysis method and use the rating scale method and critical incident methodto evaluate appraisers.
