Whole Block Profile Control is one of the important measurements to improve the development result of water injection in later high water-cut period. Usual project method to select the optimal control well and the volume of water plugging fluid is based on the reservoir fine description, numerical simulation and take the maximum economic benefit as object function, establishing optimization stimulation model of whole block profile control. Much data and effort are needed to match the history though this method is precise, thus strongly restricted the efficient of this procedure. so, it is necessary to develop a set of simple and feasible optimal decision-making technique for profile control to select optimal control well location, to design the optimal volume of profile control agent, to get the optimization of technology parameters and a set of evaluation method which is suitable to hole condition and formation conditions.RE decision-making technology, decision-making technology (PI decision-making) of injection wellhead pressure drawdown are integrated on the base of sufficient investigation of relative theory and technology, thus established the theoretical models needed to whole block profile control and water-plugging decision-making system. a set of corresponding software is developed on the base of this and it is easy and fast to use, in this software, different part of the decision-making is relative independent, compatible, thus greatly improved the decision-making efficiency and management level of the field, thus make the decision-making of whole block profile control scientific and quantified, the result of the use of this software in the profile control of some well-group, optimization of water-plugging design and forecast, the prediction is in well matching with field data, so it is valuable to popularized.
