It is self-evident that staff assessing is important for the enterprises, especially the hi-tech enterprises. Staff assessing is more difficult for the hi-tech enterprises because of radical environmental changes constantly adjusting on focus of work. Furthermore, hi-tech enterprises differ from traditional ones on organization pattern, act mode, responsibility and authority partition, target demand. Therefore, assessing faces new challenge.The thesis is finished after looking up lots of documents, visiting experts and analyzing useful information. The thesis is based on reality of hi-tech enterprises and theories about achievement assessing, organizing system, statistics, human resource management and psychology.The thesis analyses the influence on assessing of peculiarity of hi-tech enterprises. The thesis is based on the fundamental achievement assessing theory and general assessing process.As a studying organization, target management became the key point of achievement assessing. It demands emphasizing assessment on person in charge of basic level, increasing weight on environmental assessing, combining assessing with team target, considering the influence of team culture. In order to succeed in assessing knowledgeable staff, the assessor should be either at high vocational work level or cultivated.The thesis researches the general methods of establishing assessing system in hi-tech enterprises according to the realities. There are four stages:Preparing stage: Collecting related assessing material, choosing and training assessors;Designing stage: Defining assessing substances, formulating assessing standard and working out assessing standard manual;Implementing stage: researching how to define assessing period, assessing frequency and adjusting assessing result;Feedback stage: researching on how to discuss assessing results at a personal interview.The thesis does not emphasize the well-known contents because of existing theories and methods. The thesis pays more attention on the contents that could reflect the peculiarity of hi-tech enterprises.In the end, the thesis introduces a case about establishing and implementing of assessing system in hi-tech enterprises in order to stimulate and restrain staff, hoping to deepen the readers' recognition.The thesis brings forth new ideas on considering the factors of team, studying organization, trying to find solution.
