In the era of new economy and supply chain competition, the manufacturer is facing a competitive environment entirely different from that of the industrial economy. It is the key factor for the total supply chain to survive and develop in the competition that how to make use of new ideas, new technology, new methods to improve purchasing and supplier management of the manufacturer, making it deepen into each step of operation and supply chain management and increasing the supply chain value in the process linking up inside and outside market.In this paper, the author introduces the concepts, characteristics and development tendency of supply chain, purchasing and supplier management. Aiming at the status quo and existing problems in purchasing and supplier management of manufacturer under supply chain environment in our country, the author discusses how to develop the distinguishing purchasing and supply strategy in accordance with the different importance presented on competition and profitability by purchasing products and services in the supply market in order to distribute and utilize the resources most effectively and realize a high efficient purchasing and supplier management, reaching to the condition of lever balance. On the basis of summarizing the theories and methods of evaluating and choosing supplier, the author analyzes the factors and procedures when evaluating and choosing strategic cooperation supplier which has important effect on manufacturer, establishes the evaluating and choosing index system, sets up a decision-making model of choosing strategic cooperators by means of "Delphi Process" and "Analytical Hierarchy Process". And then, the author analyzes thoroughly a few main aspects of maintaining and improving the relationships with strategic cooperators. In the end, taking N company, the former employer of the author, as an example, comparing the status quo of its purchasing and supplier management, the author puts forward to some improvement suggestions to the existing problems in light of the above analysis. The study results of this paper are expected to offer some reference and suggestions for China's manufacturer in how to launch effective purchasing and supplier management.
