Analysis And Assessment Of The County-Level Governmental Service-Abilities

The service-abilities of county-level government contributes significantly to the development of local economy and politics. As such, this thesis is developed to focus on the study of governmental service-abilities form the perspective of county-level government.The service-ability level of the selected county-level government, as a local government with specific hierarchy, is linked with the overall social, economic, political and cultural development hi the county area. The enhancement and perfection of the service-abilities of the county-level government are mainly reflected hi the transformation of the relationships between the government and the society, the market, the enterprises, the citizens, which brings about the rational location of the governmental role, promotes the transformation from "the all-round government" to "the service-oriented government", therefore accelerates the strengthening of the service-ability of the county-level government.Based on sorting out the related researches on the service-abilities, this thesis takes the town government of KunShan as a case. It does a multi-oriented and polyangular analysis of county-level governmental service-abilities, combining positive analysis with normative analysis and based on the analysis of county-level governmental value-location; furthermore, it renders clear the sources of county-level governmental service-abilities and the approaches to then- improvements; finally, it endeavors to make an experimental exploration of how to assess county-level governmental service-abilities.
