Big data is driving changes in all aspects of social life. With the development of information technology, especially big data technology, people begin to realize the application and mining value of data.A large number of data stored in the government are required to be displayed and used in new forms and new forms under the influence of technology,so as to promote the modernization of the government while creating new public values. In this process, the most typical is that, driven by data, public goods are provided with the whole society in a new way.Based on the government and market relationship theory and the supply of public goods theory, this paper analyzes the phenomenon of government and enterprises innovating the supply of public goods. It is found that the formation of the fact that data drives the innovation of public goods supply is essentially that the development of big data drives the new supply-demand relationship, which drives the "handshake" relationship between the government and the enterprise,as well as the innovation behavior of cooperative supply of public goods. In the Chinese scenario,we should first correctly understand the relationship between the government and the market, the relationship between AI,big data and traditional civil servants, encourage enterprises to participate in the provision of public goods based on government big data, promote the cooperation and innovation mode of "separation of management and operation" between government and enterprises on the platform interface, support the technical and ability training of civil servants to adapt to the times, and relevant laws and regulations should be established to regulate the cooperation between the government and the market and ensure the privacy of citizens.
