The article start from the concepts and major theories on the personnel motivation and motivational system studies, introduce in details about the mainland and overseas famous theories and current research stage as well as the developing trend. This thesis extends the concept of motivational system to a wider implication what is the optimization and hardener of administration.By the investigation on IT Marketing enterprises and nearly four years practice on HR management of IT Marketing enterprises, the thesis comes to a summary on issues of the apparent features of talents in IT Marketing enterprises as well as matters that should be paid attention to on HR management. Based on the discussion on issues aroused from the model of administration and human resource management in IT Marketing enterprises, pointed out the problems waiting for resolution, as the technology develop, the target market prosper, and booming of the sales volume, IT Marketing enterprises expanding at a staggering rate, as to achieve the impressive growth rate, IT Marketing enterprises have to hold on to possessing the high calibrate personnel, But IT Marketing enterprises personnel turnover rate is really hurting them, so what factors should a IT Marketing enterprise while designing a motivation package , How to keep the most efficient personnel?The paper take it from the angle of survey on the present conditions of motivation in IT marketing enterprises, adopted the method of combination of survey through questioning and in-depth interview, investigated on the aspects including degree of satisfaction about the work, the working environment, interior management and so on, data analysis reveal the major problem posing to the motivation of the IT Marketing enterprises.Bearing these problems in mind and the data acquired by investigation, I have come to the conclusion as follows. In the first place, the important motivational element on employee in IT Marketing enterprises are further clarified, put up being life period of personnel value in IT Marketing enterprises. While job is itself motivation, job change should be established to motivate the latent of personnel in IT Marketing enterprises. Secondly, the principle of establishment and the processof designing about motivational system are summarized in details, according to the combination of the motivational theory and much yearly practice on human resource management. Finally, the motivation package should be established by systematically and penetrate in each part of human resource management. The motivation package consists of four subsystems as required system, performance system, motivation system and controlling system. The content, the action, the process of designing and several misleading tendencies in its four subsystem are demonstrated in details.
