Technology innovation is a headspring and strong driving force of national or social development. As one of the most important parts of National Innovation System (NIS), tech-media have played an important role in advancing technology innovation. Till now, the basic theory of tech-media is weakly researched and how to regulate and formalize the operation of tech-media is inadequately explored. For this reason, this paper is devoted to dealing with the following issues:Firstly, from the perspective of technology innovation, an in-depth analysis of the essential issues concerning the causes, conditions and premises of development of tech-media has been made, its concept has been reconsidered from a ultimate objective, the relationship of tech-media with other important market actors have been discussed, and a generalization and analysis of the features and functions of tech-media in technology innovation have been made from a different angle.Secondly, comparison of tech-media has been made between developed countries and China. Based on the comparison, the development stage of tech-media in China has been identified and the contributions and problems have been outlined. The paper concludes that the tech-media generally has grown very well despite its immaturity.Thirdly, considering the deficiencies and problems discussed above, this paper points out that the functions and. behavior of tech-media in China should be improved and regulated through improving both the tech-media themselves and environment. The former places an emphasis on both development and formalization, with a focus on the process of re-learning, the latter gives its attention to the role of government in improving an environment for operation of tech-media.
