And what will the present PE be confronted with when it develops rapidly? How does the relation be treated between PE and state-owned economy which now holds the main part in economy? What effects may be cause on Chinese policy by PE development? What will be final position and destiny of the future privately owned economy? The accurate resolutions on these questions demand the navigation of scientific theory.Therefore, the academic study on PE is not only necessary and realistic, but also urgent.In the 16th national congress of the Communist Party of China, Jiang Zemin pointed out " it is necessary to encourage, support and guide the development of the non-public sectors of the economy.The non-public sector of self-employed, private and other forms of ownership is an important component part of the socialist market economy.They play an important role in mobilizing the initiative of all quarters of the society to quicken the development of the productive forces." The spirit of Jiang's speech arouses widespread repercussions in China, and makes PE become a central issue once again that every one pays attention to.And this stimulates my interests in study of PE.The domestic scholars have made not a few ideas and views about PE, but they mostly researched the PE on base of microcosm, regional investigation, some private enterprises and even some special period.Hence, these researches can't indicate the rule and developing tendency of private economy through the historical view, so they can't catch up the rapid developing speed of the private economy and also the aggressive situation after entering the WTO.The Chinese PE fate was discussed in this paper in accordance to macroscopic and the PE development history The revaluation was made on the socialism reformation of capitalism industry and commerce, and the special emphasis was also put on practical problem and scientific forecast on PE developing prospect.Before the original writing, the stress and difficulty have been settled: (1) to know the recent PE state demands a great quantity of statistics data, but these data are in a tremendous alternation.So how to make the exact statistic is a difficulty, (2) Prediction on PE future need scientific foundation, how to grip the nature from numerous and complicated appearances is also a difficulty.For these reasons, author has investigated dozens of private enterprises, and examined lots of official statistic, and has analysis ed and compared them carefully.That is to make applied data accurately and concord with reality.Chinese PE emerged in 1870's, and it 300 years later than Europe's, but later it has taken a hard sep in developing.For very long and harsh feudalism system in china, PE couldn't grow healthy and strong, continuous warfare and various natural disasters and man-made disasters trampled much more ruthlessly upon PE young seedling since 1840, so PE didn't blossomed at all, which made many thinkers feel regret andsigh.PE was also full of twists and turns after P.R.China, and died out completely in" Cultural Revolution".By revaluating the socialism reconstruction of capitalism industry and commerce at beginning of P.R.China today, author thought this reconstruction was inevitable historically because it was accordant with the consolidation of political power, the national planned economy system, and Chinese people's subjective volitions of overtaking and surpassing the western strong nations.But this reconstruction caused by political movement can only be temporary, unstable, to some extent even reverse.The rocking policy about PE from 1956 to 1976, did illustrate that we were obviously lack of experience and theory of socialism construction.PE started once more from zero point in early 1980's, growing stubbornly in the crack the traditional...
