The 21st century is an age of knowledge economy, based on the production, distribution, circulation, use and creation of knowledge. The age is guided by high-tech and supported by education. It's necessary for power construction corporation to face with the challenges and chances from WTO to promote the reformation of learning.The dissertation has three parts. Based upon the descriptions of the characteristics of power construction corporation and the influence of WTO on it, the first part assesses advantages and weaknesses of the power construction corporations. Footed on the current situation and looking to the future, the dissertation argues that the power construction corporations should construct learning organization through the reformation of learning. The second part cites the definition of organization learning and learning organization and generalizes all natures of them. Furthermore, it focuses on three front edge and typical models such as the model by Perter Senger, by Dekson and by Tomas. At the last part, the dissertation also points out the general map of building learning organization in power construction corporation. Firstly, the firms should break the fetter of the old and false notions about organization learning. Secondly, it's necessary for it to reorganize and build the needed regulation to ensure the process. Thirdly, a strong and united leader group should be formed to take charge of and organize the activities; Fourthly, the leader group is supposed to analyze the need of the organization learning, based on which it combines the need of individual learning and that of the organization learning, to ascertain the specific content of learning. Furthermore, the supporters of the organization learning should be specified. Meanwhile, the budget of the process and the schedule are also very important factors to determine the success of the construction of learning organization. The last but not the least, the lead group should evaluate the effectiveness of the activities of one loop to guide the following activities. Until these are settled down, the power construction corporation will realize the goal of constructing the learning organization, thus improving the wholesome competitive advantages.
