Perfecting System Of China Rural Social Security

From the angle of analyzing various theories on rural social security and experiences of some well-developed countries, the author probes into the existing problem and puts forward some guiding principles and concrete performing measures to perfect the system of rural social security.The article is composed of preface and the paper totaling fiveThe preface generally describes the significance of selecting the subject, the domestic and international study status, research aim, mode and frame on the subjects of the same class as well as contributions made by the thesis.Chapter I: Analyze the theory basis of perfecting rural social security. The theories include social security and state economic development, fairness and efficiency in the social development. The author further puts forward that the system of rural social security must be transmittal, say, must be different to that applied in China's city and town, as well as be able to be integrated into the unified social security system throughout the country in the future.Chapter II: Makes introduction into the history of rural social security in France, Japan and Germany. From their history, we understand that in these countries, governments established rural social security because of deteriorated rural economic situation and increased pressure of population growth. Also, establishment of rural social insurance is the definite result when economy evolves to a stage. The conclusion will be of important reference for government's policies of rural social security.Chapter III: Analyze the current situation of our country's rural social insurance. Problems of the rural social security in China are: The population aging is accelerated; coverage is narrow and below the necessary level; insufficient rural social security fund; mode of accumulation of rural social security fund must be changed to meet the demand; etc. The reason are our country have no sufficient study on the rural social security, government has no clear definition toward it and therefore has no continuous guidelines on the subject. Recently, a series of policies are issued to secure and promote rural economy. In addition, we have accumulated lots of experiences in the experimental reform of rural social security. All these lay good foundation for the establishment and renovation of rural social security.Chapter IV: Consideration on how to perfect the detailed issues of rural social security. For the poor population, focus should be on establishing the minimum live security according to the local level. Fund may be co-supported by local government and rural community.The renovations of rural social security include: As to the mode of security, the self-support will be the main mode which is furnished by necessary social support; as to the participation of rural social security, we should persist in voluntary-participation which is furnished by necessary mandatory requirement; strengthen the safe operation and increase in value of social security fund.Rural collaboration medical care insurance may be perfected through voluntary and public administration. Accumulation of fund may adopt the mode of personal construction plus government support. We should paralleled develop the "three constructions" to promote general level of the medical care in rural areas.
