Since the end of 1970s, the reform of the rural economic system stimulated the farmers' initiatives and improved the agricultural productivity greatly. However, with the increase of population and the spread and application of new agricultural technologies, the contradiction between a large population and relatively limited land has become more and more tense. The gradual setting-up of reform and open policy as well as market economy has activated the farmers' sense of commercial economy. A large number of rural surplus labors began to transfer from agriculture to non-agriculture. The transference has relieved the contradiction between a large population and relatively limited land, increased the farmers' income, accelerated the development of rural areas and agriculture .What's more, it has greatly promoted the economic construction of our country. Because of the large population and the disequilibrium of development among different departments of the national economy, the transference of rural surplus labor still faces a lot of difficulties at present, which has influenced the paces of modernization and construction of rural areas. This paper analyses explored the issue of the transference of rural surplus labor by analyzing the reasons that surplus rural labor forces exists and the restrictions to transference, employing the methods of quantitative analysis and qualitative analysis, utilizing the basic principle of Marxism and basic theories of development economics.The paper consists of four parts:Part I : The proposition and c of the issue of the transference of rural surplus labor. It proposes that the focal point and difficult point to build well-to-do society in our country is to settle the problem of transferring the rural surplus labor, and pointed out the significance to the economic and social development.Part II: The existing status of the transference of rural surplus labor. It has analyzed that the states and characteristics of the transference since the early years of the foundation of the P.R.C., thus brought forth the problems on the transference.Part III: Factorial analysis of the transference. Through defining the concept ofrural surplus labor and calculating the number, it has analyzed the various factors leading to the transference and the benefits.Part IV:Solutions of the problem. It explored systematically the solutions to meet the demand of rural labor transference.
