Economic Globalization And The Transition Of Administrative Manner Of Our Government

The economic globalization rolls in like the tide, which influence is omnipresent. It has changed the administrative environment of our country greatly, and then has put forward the new request from the administrative manner in our government on three aspects (idea aspect, means aspect and technological aspect). On the idea aspect, it requires the administrative manner of our government to realize some such ideas : Democratic idea , law idea, justice idea , service idea , cooperative idea , limited government idea , transparency idea , efficiency idea , responsibility idea . On the means aspect, it mainly requires the law, economic means and utilizes various kinds of administrative management means synthetically. On the technological aspect, it demands to take information technology as emphasis, adopts various kinds of modernized administrative technology extensively.At present, the administrative manner of our government is positive and negative, and it can't meet the needs of economic globalization yet as a whole. The positive side is as follows: First, the position of the legal means is being strengthened constantly; second, traditional administrative process is day by day scientized; third, the economic means is adopted extensively; fourth, modern technology, especially information technology is being introduced into the administrative manners of the governments at all levels actively. Negative side is as follows: First, transparency is not enough; second, unjust administration; third, property of participation , cooperation are not enough; fourth, lack of ruling by law; fifth, the scientization degree is not high, efficiency is relatively low; sixth, there are too few methods of service.In order to adapt to the economic globalization, the western developed countries have carried on the administrative reform from four respects mainly, these four respects are as follows: Market-based reform, regulation reform, decentralization reform, performance reform, information-based reform. These reforms have all optimized the government's administrative manner directly or indirectly, we can use their successful experience for reference.Both external pressure and internal requests will force our government to changeadministrative manners, considering the actual conditions of our country, the transition of the administrative manner should be set about from such four respects: First, emancipate the mind, upgrade the administrative idea ; Second, rely mainly on economic , legal means , utilize various kinds of administrative management synthetically; Third, improve the technological level of the administrative manner; Fourth, take some concrete measures.
