At the beginning, the thesis is aimed at the Fourth Hydropower Bureau's (hereinafter called as B4) Human Resource Management's incompatibility with the management system in Wanjiazhai Project. The thesis introduces the two-level independence pattern in Wanjiazhai's Human Resource Management. Taken the Wanjiazhai Project as the example, the thesis explains the operation methods and specified measures taken under two-level independence circumstance. Through the specified examples, the thesis gives a overview on the operating and methods of two-level independence pattern in HR management, which is popular in foreign companies, for Chinese hydropower construction corporations' reference.The implements of two-level independence pattern in Wanjiazhai Project not only gained successful effects on economical cost, but also achieved the purposes on enhancing manpower resource market-configure, ensuring competition impartial in corporation and being good at creating core competitiveness. All above-mentioned effects made the foreign companies which had adopt this management model obtained the super advantages comparing with Chinese corporations in international hydropower construction markets. However, during the implementation of this model, it also presented the negative effects. It is one of negative effects that the fluctuant of supply-demand in manpower market will cause uncertain effects for construction program.Having entered WTO, the large-scaled Chinese hydropower corporations will compete with the foreign companies in both domestic and international markets. It is quite necessary to reform the current HR management in Chinese hydropower construction corporations. There are several hinders to implement two-level independence pattern in Chinese corporations. So it is important to seek a completed HR management model which is appropriated with the practise of Chinese corporation.Above all, the society security system shall be performed and strengthened. Then the personnel and employment system shall be reformed in the gradual ways in Chinese corporations. When two reforms are successful, the establishing of specialized manpower company shall be fulfilled. The management Companies and manpower companies shall be separated as two independent companies. By all these reforming measures, the plenty of operators in Chinese large-scaled corporation can mobilize free, be employed willingly, compete fairly; and Chinese corporations will be strengthenedon its core competitiveness.
