On The Choice Of The Policy About Minority Nationality In Poverty In Xinjiang In 21st Century

Because of the factor of history and reality , the development of the most of the minority nationality's areas in our country is backward than others . For the purpose of the flourish together , our party take many favorable measures to support the development of minority nationality's areas . The policy on minority nationality in poverty is one of them. It is a part of our ethnic economic policy and important content of our ethnic theory and policy since 1978,too.Xinjiang is in the west of our country and more than half of the population is minority nationality . Most of the people in poverty is minority nationality. To help them be far away from poverty is not only the problem of social economic on being rich together but also a problem of politics on union , consolidation of border and stability of our country . The past research focus on factors of economic , social system and policy , neglect the improving of the quality of people . In 21st century , we are facing to many new situations and problems, the tactics of the policy on minority nationality in poverty in Xinjiang should be adjusted . This paper is about the choice of the policy on minority nationality in poverty in Xinjiang and draw a conclusion that improving the quality of minority nationality in poverty in Xinjiang should be the choice in 21st century.The paper consists of three parts.The first part is about the quality of people , which consists of three parts : the quality of the body , the quality of the science and culture and the quality of thoughts . the level of minority nationality in poverty in Xinjiang is low and slows the development of economic.The second part is about the necessity of this change from four aspects . firstly , developing the productive forces is the final measures to solve the problem of poverty and people is the main factor in productive forces. In a society basing on modern science and culture , the development depends on quality more than quantity. The income is decided on quality , especially the quality of science and technology. Secondly , this change is the request of being suitable of market economic . Market economic is inevitable tide. Poverty areas is unexceptable , too. Improving the quality of minority nationality in poverty in Xinjiang can realize the change of challenge and chance and harmonize the relations of efficiency and fairness. Thirdly, minority nationality in poverty in Xinjiang is having a chance of exploitation of west of China. The infrastructure will be improved soon. But if the quality of minority nationality in poverty in Xinjiang is still low , this chance will be lost. At last , flourish together is the aim of our ethnic work. In the course of the mordernization of nationality , the improving of the quality of people can not be replaced. It has the important influence on politics , economic and culture of nationality. From above analysis , we can draw a conclusion that this change is very necessary.The third part is about some suggestions on how to improve the quality of minority nationality in poverty in Xinjiang . Firstly , we should improve the level of the education largely. There are seven aspects which should be pay attention to : taking measure to improve the situation of the school ; paying more attention to vocational education ; improving the quality of the teacher ; paying more attention to education of thoughts; setting up the system of children education in rural area step by step ; pay more attention to the education of woman; emphasizing on the teaching of Chinese. Secondly , we should control the quantity of the minority nationality in poverty in Xinjiang and give the privilege to the people who have one child . Thirdly ,improving the situation of social security in rural area and giving people in poverty some necessary help . Finally , we should advocate the export of labor services.
