A Study On The Problem And Countermeasure Of Russia 's Poverty In The 21st Century

Poverty has always been a problem plagued the world since the October 17, 1993 was designated as the international day to alleviate poverty, humans will never cease to struggle against poverty, either in the past or future, whether developing countries or developed countries, there are different degrees of poverty, human beings have long been committed to the eradication of poverty.Based on the representative transition country:Russia as the research object,analyzing the generality and particularity of Russia’s poverty, the development process, present situation and solutions.This paper selects the poverty problem of Russia in 21 st Century as the research object, in the context of Russia’s political and economic system transformation, combines with the concept of modern national governance and democratic reform, summarizes it’s development characteristics, influencing factors, functions and solving measures, which concluded how to solve the problem of poverty caused by institutional reasons, and the impact of poverty on the process of modern national governance and democratization. So the basic ideas of this paper are: first of all, analyzing the development status and characteristics of the poverty problem in Russia:Russia’s poverty rate declined in the 21 st Century;the gap between the rich and the poor still exists but tends to be stable;distribution imbalance between the rich and the poor phenomenon,concentrated on the expression differences,regional differences and occupational differences.Secondly,analyze the adverse effect of political, economic and cultural development to poverty: the economic growth rate and income distribution fairness determine the citizen’s income level and the gap between the rich and the poor; regional resource endowment differences will affect the level of income; the formation of Putin’s national governance directly affects the development and implementation of anti poverty policy, the marginalized groups still exist and hovering at the edge of poverty; the existence of social stratification and social exclusion to change their own situation is more difficult, but also not conducive to the resolution of social contradictions.Again,analyze the impact of poverty on Russia’s political, economic, social and cultural development:politically, affect Russia’s political power to the differentiation of combination and the government’s credibility; economically, restricting the making of economic policy, which leads to the investment insufficient consumption; social and cultural aspects, affect the social class stratification, population scale,increase other social contradictions,and so on. Finally, analyzed the measures to solve the problem of poverty: changed the pattern of economic development, developed innovative economic development strategy, and implemented the sustainable development of economy to improve people’s income level; Adjusted the income distribution policy, narrow the gap between rich and poor; Punished corruption; Strengthened national democratic governance to improve social justice level; Strengthened the relief of social vulnerable groups; Eliminated social exclusion hardly,etc. Through the implementation of a series of measures to reduce poverty, the situation of poverty in Russia has improved, but to cure the problem caused by institutional problems, Russia still need many efforts.
